Upon arrival at the store early the next morning, Mr. Kant found that the line for customer service was extremely long due to Bilmart’s annual sponsorship of a major community food drive. In an effort to save time, and thinking the line might be shorter upon his return, Mr. Kant placed the case of Hoover’s beans into a shopping cart, made his way through the store to the bean shelf, and then added the Handell’s beans to the cart. However, upon his return, the line had not diminished and it was obvious that Sam would be waiting a considerable amount of time to formalize the exchange. Fearing the wrath of his wife should he not return in time for lunch, Sam placed the case of Hoover’s beans inside a cart filled with what appeared to be merchandise returns in need of re-stocking. With the desired Handell’s beans in the shopping cart, Mr. Kant then proceeded to the store’s exit. As he neared the doors, Mr. Kant was approached and detained by store security, who witnessed Sam’s actions, and police were called to the store.           Napster is considered part of the key software shaping the Internet.  This software made it possible for industries to copy and play music for free.  By-passing the expensive music industry infrastructure, Napster capitalized on the growth of portable music systems and a lack of clear legal precedent against music sharing.  After four years of legal battles   with the Recording Industry Association of America, Napster filed for bankruptcy.
          As Roxio’s CEO, Gorog are company to a media company.  RElaunched in 2003 as a legal download music provider, they went public in 2005.  They approached the market differently this time by partnering with Microsoft and music producers.
          Uncertain of the future of the online music industry, Roxio maintained their market leadership in the CD-and DVD-burning software (bundled with all new PCs operated by Microsoft XP). Their dynamic strategy was further demonstrated when Gorog sold Roxio’s software business in January 2004 and then renamed the surviving online-music company Napster.
          This dynamic industry has seen the entry of Yahoo! (in 2005) and stiff competition from iTunes.  Unsure of what industry business model would be effective, Gorog returned to the free model (in addition to the subscription download model). Though this time it would legal with Napster paying the record labels form their advertising revenues.  Subscriber growth on Napster continued to decline.  And since spinoff from Adaptec through April 2007, Napster has never shown a profit.

Based on your education, work experiences, and human nature, most of you probably already have opinions about many health care policy issues. A big challenge is to set aside your personal and professional opinions when analyzing health care policies in order to review the facts objectively. You need to gather the facts before you draw conclusions about the value of a policy.
Students will select a healthcare policy issue with two bills in the current Congress. These bills can be at the state and/or federal level.
Students will introduce the policy issue and define the issue. Problem identification provides a reason for the work and sense of direction for your evidence gathering. Avoid including possible solutions in your problem identification/definition.
You will then provide background information including societal, economic, ethical, legal and political factors surrounding the issue.
Students will write a one sentence issue statement (can be written as a sentence or a question).
You will also identify stakeholders, including those who will support the issue and those who will oppose the issue.
Students will identify at least two policy goals/objectives that describe what kind of policy would most benefit the issue.
In addition, students will identify two bills currently in Congress that could benefit the issue you have identified. You must make a bill recommendation; there can be no ‘tie’.
For a paper of this length, students are expected to use to use heading following the layout of the
